The conference is being organised by Julia Fleck, lecturer at the department « Engineering of care structures and health systems », Centre for Biomedical and Healthcare Engineering, in collaboration with Elise Lambert, Clinical Assistant Professor — Dept of Health Informatics and Info Mgmt at Texas State University.

Julia Fleck holds a PhD degree in Systems Engineering from Boston University (Boston, USA). She is associate professor at the Center for Healthcare and Biomedical Engineering at Ecole des Mines de Saint-Etienne (Saint-Etienne, France). She has expertise in data analytics, dynamic system modeling and control, and optimization. Her work focuses on applying mathematical frameworks to capture features of disease evolution, and on using knowledge of these features to suggest ways to prevent or delay disease progression. Her work has been recognized with awards from the Center for Information and Systems Engineering (CISE, USA), the National Cancer Institute (NCI, USA), the American Association of Cancer Research (AACR, USA), and the Alexander von Humboldt Foundation (AvH, Germany).

Dr. Elise Van Zandt Lambert is a full-time Clinical Assistant Professor at Texas State University in the Health Information Management Department. Dr. Lambert received her Bachelor’s degree in Health Information Management with a minor in Health Informatics from The University of Louisiana at Lafayette (ULL). She received her Registered Health Information Administrator (RHIA) certification during this time, as well. Following her undergraduate education, she applied her coursework at a physician management company, Acadiana Computer Systems(ACS), as a Revenue Cycle Manager. While working full-time at ACS, she began the journey of earning a Master’s degree in Health Informatics and Information Management from Louisiana Tech University. At the beginning of 2021, she transitioned to the hospital-side of healthcare finance by accepting a role as a Market Financial Analyst / Assistant Controller at HCA – St. David’s Healthcare. During this time, she also graduated from The University of South Alabama with her PhD in Business Administration with a concentration in Management. Dr. Rodney E. Rohde is a University Distinguished Professor, Regents’ Professor and Chair for the Medical Laboratory Science Program in the College of Health Professions at Texas State University. He served as Associate Dean of Research (2011-2018) for his college and is a clinical assistant professor (joint appointment, non-paid) at Texas Tech University Health Sciences Center, School of Allied Health Sciences, Department of Laboratory Sciences & Primary Care, Clinical Laboratory Science Program. Dr. Rohde is the Associate Director for the Translational Health Research Center and has been the recipient of numerous teaching, research, and service awards, including the 2017 Global Citizenship Alliance Global Fellow, 2017 Everette Swinney Faculty Senate Teaching Award, 2016 Texas State Alumni Association Teaching Award of Honor and the 2015 Mariel M. Muir Mentoring Award. Additionally, Dr. Rohde continues to enjoy being an adjunct associate professor of biology in the nursing program for Austin Community College where he received the 2015 Teaching Excellence Award, as well as the John and Suanne Roueche Excellence Award (national award) for Teaching. He holds certifications as a Specialist in Virology, Specialist in Microbiology, and Molecular Biologist from the American Society for Clinical Pathology. Learn more

Barbara Hewitt earned a PhD in Information Technology (IT) and a BS in Computer Science from the University of Texas at San Antonio, as well as a Master of Business Administration from Texas State University (TXST). She is an Associate Professor in the Department of Health Information Management (HIM) at TXST, where she teaches courses on privacy and security, risk assessment, health information technology, health informatics, and project management. Her research focuses on socio-technical systems theory and healthcare. Her work has been published in various esteemed journals, including Information Systems Frontier, Journal of Computer Information Systems, Database, Journal of Organizational and End User Computing, AIS Transactions on Human-Computer Interaction, Communications of the Association for Information Systems, Healthcare, and Behavioral & Information Technology. She actively supports students participating in healthcare and security competitions and continues to mentor women considering careers in computing. Learn more

David Gibbs, PhD, MS, ACHIP, CPHIMS, CPHI, CHDA, CHPS, CISSP, FHIMSS, is Associate Professor and Chair of the Department of Health Informatics & Information Management at Texas State University. He oversees a department of full- and part-time faculty and staff members conducting research and delivering graduate and undergraduate degree programs on campus and online. Dr. Gibbs earned a PhD in adult, professional, and community education, an MS in biomedical informatics, and an MS in online teaching and learning following a foundational undergraduate degree in computer science. His research on interprofessional health informatics education is published in scholarly journals and textbook chapters. He has served HIMSS, AMIA, AHIMA, TxHIMA, IEEE, InfraGard, and other professional organizations on a variety of national and local committees including the AMIA Academic Forum, TxHIMA Board of Directors, HIMSS Privacy & Security Committee HIMSS Central Texas Chapter Board of Directors, and the HIMSS Emerging Healthcare Leaders Task Force He routinely presents at global, national, and state conferences. Nathalie DOUARD, Ph.D., obtained her doctorate in Materials Science in 2010 and joined the Biomaterials Department of Mines Saint-Étienne in 2012. She currently holds the position of full associate professor and is deputy director of the Center for Biomedical and Healthcare Engineering in charge of academic activities. She oversees the academic activities of 20 associate professors in Biomedical and Healthcare Engineering focusing on preparing engineering students to tackle challenges in the health and medicine sectors. Actively engaged in pedagogical innovation, she is involved in the CoDEMO 5.0 ERASMUS+ program framework, where she manages the implementation of an original and stimulating academic environment across 6 EU Universities. This includes the deployment of initiatives such as qualified certification and Open Badges with the aim to train future decision-makers for Organization 5.0. In parallel, her research activities are conducted at the UMR INSERM 1059 SAINBIOSE laboratory, focusing on calcium-phosphate based bioceramics for bone tissue engineering applications. She developed expertise in the reactive sintering of calcium phosphates to better control their biological behaviour, notably through an ANR-funded project. She also serves as an active member of the Bioceramic Network board of the European Ceramic Society. Furthermore, deeply committed to promoting inclusivity in science, she actively participate in outreach activities for and with students.

Dr Peeter Ross, MD, PhD, is a professor of e-health and the head of the digital health research unit eMedLab of Tallinn University of Technology (TalTech), Estonia. Peeter also holds a radiologist’s and Research Department’s head’s position at East Tallinn Central Hospital. He is the founder and board member of the e-health and radiology consulting company SMIS International OÜ and the company SafeToAct OÜ, which develops and manufactures simulation phantoms for interventional radiology training. Dr. Ross has previously been a member of the Supervisory Board of the Estonian E-Health Foundation and Estonian Health Insurance Fund. Peeter has advised on the design and implementation of large-scale e-health projects in more than 20 countries worldwide and has been involved in several EU-funded healthcare innovation projects. His areas of expertise are health care and social care policy implementation, innovation and use of digital applications in the health domain, and the use of e-services in diagnostic and treatment processes in health care. As a professor of e-health at TalTech, prof. Ross is responsible for research and education in healthcare innovation and change management through digital applications.
